The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned RFP.

The Global Fund is a worldwide movement to defeat HIV, TB and malaria and ensure a healthier, safer, more equitable future for all. We raise and invest more than US$4 billion a year to fight the deadliest infectious diseases, challenge the injustice which fuels them and strengthen health systems in more than 100 countries worldwide. ​We unite world leaders, communities, civil society, health workers and the private sector to fight the deadliest infectious diseases together. TERMS OF REFERENCE

Title

Network Generator, Strategic Philanthropy (U.S. based)

Introduction

Reporting to the Senior Manager, Private Sector Engagement, engage in the roll-out of the Global Fund’s Philanthropy Engagement Strategy, with the objective to engage individual business and philanthropy leaders, high net-worth individuals, as well as additional champions and partners in the mission of the Global Fund (focus on the U.S.).

Background

In August 2020, the Private Sector Engagement Department (PSED) and Global Fund leadership agreed on the revised Philanthropy Engagement Strategy for the Global Fund, based on consultations with partners, philanthropy leaders and advisors, and with support of the Bill and Melinda Gates Foundation (BMGF).

Accelerated by the COVID-19 pandemic and the Global Fund’s leading role in the global pandemic response, it builds on the need for collaboration and new leadership in global health, and a wider call to action for business and philanthropy leaders to engage and invest in Global Health Security now – to fight the global pandemic, the HIV/AIDS, tuberculosis (TB) and malaria epidemics, and seize the chance to invest in pandemic preparedness and response to prepare health systems for other health and socioeconomic crises in the future. This consultancy will be a key role to mobilize the philanthropy sector’s engagement in the Global Fund’s 7th Replenishment, hosted by the Government of the United States in the fall 2022, building on the Global Fund Strategy 2023-2028 as approved by the Board in November 2021.

This consultancy will build on the deliverables and results of the previous Network Generator, Strategic Philanthropy (U.S. based) consultancy (March to December 2021) and the Global Fund’s key partnerships in this space, including with BMGF, (RED), Global Citizen and many others.

Scope/

Objective

The Network Generator (individual consultant or agency) will act as liaison for PSED in the United States, to lead on identifying, reaching out to and engaging prospective partners in line with Global Fund strategic priorities, with a focus on philanthropists, high profile influencers, business leaders, high net-worth individuals, philanthropy advisors, and other support networks. The consultant will work in close collaboration with PSED, Global Fund key stakeholders, media, communications and event agencies, and current private sector and civil society partners to bolster the Global Fund’s network of champions, accelerate mission-driven partnerships and work to create new philanthropic opportunities for the Global Fund to leverage in 2022 and going forward.

Tasks

·     Review, refine, advise on and adapt the Global Fund’s regional U.S. Philanthropy/UHNWI Engagement Strategy, as needed; and tailor it to the 7th Replenishment hosted by the U.S. Government under President Biden’s chairmanship (U.S. focused);

·     Develop a joint implementation and network building engagement and stewardship plan (focus on the U.S.), including a prioritized prospect and prospective partners list and tactics to engage and steward;

·     Align on key engagement opportunities and build customized proposals to engage individuals and networks to increase philanthropic opportunities.

·     In coordination with the PSEDRM team, manage individual and collective engagement of prospective partners, from customized engagement strategies to personal connections and negotiations, in collaboration with PSED;

·     Support PSED in building, managing and owning individual and collective relationships; and

·     Support and inform key communications, including key messages, talking points, other materials, and donor/partner/engagement events.

Deliverables

·     Agreed updated implementation and network building engagement plan (focus on the U.S.)

·     Agreed partnership and prospect engagement targets, and related tactical plan (focus on the U.S.)

·     Support the design and implementation of events, activations, collaborations and initiatives to grow the Global Fund’s network of prospective partners, donors and champions   

·     Outreach to and engagement of prospective partners – in line with key campaigning timelines 2022

·     Ongoing relationship management support to PSED

Experience

Skills

Essential:

·     Significant professional experience in the private sector or working with the private sector (e.g. philanthropy advisory, resource mobilization campaigns)

·     Previous (philanthropic) fund-raising experience in global health

·     Proven networks and relationships in relevant sectors, particularly in the U.S.

·     Successful track record in relationship management on an international level of high-level donors, partners and stakeholders

·     Expertise on strategic philanthropy and philanthropic partnerships, events and stewardship

·     Expertise on development issues and understanding of development co-operation

Desirable:

·     Understanding of global health issues and infectious diseases

·     Understanding of innovative financing vehicles, e.g. trust funds, and catalytic philanthropy.
